Humphrey Institute Online Application

Start the application process by completing a Humphrey Institute Online Application. Completing this form is free and takes 5-10 minutes, if you have all of the relevant information ready.  Once started, the form cannot be saved and completed later.  Submit the form online.  You may also download and print the Humphrey Institute Application Packet.

Professional Resume or CV

A professional resume or CV is required for all applicants. MPA students should document at least 10 years of work experience.  This can be mailed to our office, or emailed as a Word document or PDF to hhhadmit@umn.edu

Statement of Purpose

Discuss your educational and professional experiences and goals. Relate these goals to your personal history and to the programs at the Humphrey Institute.  Your statement of purpose should be approximately 500 words (typed and double-spaced).   Mail it to our office, or email it to hhhadmit@umn.edu

Copies of all post-secondary transcripts

We require copies of all post-secondary academic transcripts, including study abroad and transfer credits.  Our office will accept student copies or photocopies of transcripts.  If your primary academic transcripts list the course name, number of credits, and grade received for all transfer credits, no additional transcripts are required. If your primary transcript only lists total number of credits transferred, or lists the name and number of credits for each but not the grades, you must submit transcripts from the academic institutions where you completed those transfer credits.  Mail or email all transcripts to our office.  You can also fax us your transcripts, if the text will remain legible.

Graduate Record Exam (GRE)

All applicants for the MPP, MS or MURP degrees must submit an official GRE score report (general test only).  Other standardized tests (i.e., LSAT or GMAT) cannot be substituted.  GRE scores more than five years old will not be accepted.
Your scores will be mailed to the Humphrey Institute 2-4 weeks after you complete the test. Take this into consideration when scheduling your exam in order for us to receive your official score report by the January 5 deadline.

Test of English as a Foreign Language (TOEFL)

The TOEFL is required of all International applicants whose native language is not English, except those who will have completed 24 quarter/16 semester credit (within the past 24 months) in residence at a recognized institution of higher learning in the United States before entering the University of Minnesota. A minimum score of 600 (paper test) , or 250 (computer test) , or 100 (internet test) is required. The Graduate School requires the official report; you can send the Humphrey Institute a photocopy. An IELTS score of 7.0 or higher is also acceptable.

At least three letters of recommendation

Recommenders may submit their letters online via the University of Minnesota Graduate School Application for Admission.  Please tell you recommenders NOT to complete the “Qualities to be Ranked” section of the online recommendation; only the letter or narrative portion will be used.  These letters can also be mailed to our office by you or the recommender in envelopes that are sealed and signed across the back by the recommender.  If arriving via postal mail, letters should be accompanied by our letter of recommendation form.

Note that it is not necessary for the letter to be submitted in both online and hard-copy formats.  Additionally, do not have hard-copy letters sent to the Graduate School, as they do not review letters of recommendation in their admissions process.

Once you’ve completed this application, send us an email at hhhadmit@umn.edu.  We will print it and add it to your file.  Please note that this is a separate application process from the Humphrey Institute’s, and that sending documents between our two offices does not happen automatically or quickly. 

  • The Graduate School requires that official copies of all post-secondary transcripts be sent to their office directly from the institutions attended. 
  • Official TOEFL score report (required for International students)
  • A Statement of Purpose (or Personal Statement) is also required; you may simply paste the statement you wrote for the Humphrey Institute into the form.
  • Application Fee:  $55 for U.S. citizens and permanent residents and $75 for foreign applicants
