How can I apply for a Hubert H. Humphrey fellowship?

Answer: Application Procedures.

If you are interested in applying for the Hubert H. Humphrey International Fellowship Programs, and you meet the specified criteria, you can receive an application at your country's United States Department of State Post or Fulbright Commission.

Note: US citizens or dual-nationals are NOT eligible for this program.

Candidates interested can receive an application for the Humphrey International Fellowship Programs through one of the following agencies in their home country:

  • United States Department of State at the US Embassy
  • Fulbright Agency

Note: The University of Minnesota does not have applications, nor do any of the participating universities. The application process is handled entirely by the U.S. Information Service (USIS) Posts or Fulbright Commissions in eligible countries. After national selection, final nominations are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board.

Awards are announced by April each year for Fellowships beginning in August/September.

Eligible fields

Fellowships are granted competitively to professional candidates with a commitment to public service in both the public and private sectors. The Humphrey Program's twelve campuses hosts Fellows in the fields of:

  • Natural resources and environmental management
  • Public policy analysis and public administration
  • Economic development
  • Agricultural development/agricultural economics
  • Finance and banking
  • Human resource management/personnel
  • Urban and regional planning
  • Public health policy and management
  • Technology policy and management
  • Educational planning
  • Communications/journalism
  • Drug Abuse Education, Prevention and Treatment
Selection criteria

To be eligible for a Humphrey Fellowship, applicants must have:
  • An undergraduate degree
  • Five years of substantial professional experience
  • Demonstrated leadership qualities and record of public service
  • Fluency in English

I want to get my M.A. or Ph.D. Can I do this during a Humphrey Fellowship Year?

Answer: No.

The Humphrey Fellowship is a non-degree program, and requires professional and cultural/community work as well as academic study. It would be difficult, and is strongly discouraged, for Fellows to fulfill their Fellowship obligations while pursuing a degree.

If you want to stay after the Fellowship Year, IIE may or may not extend a fellowship for up to one year for academic study in the same field as the fellowship and at the same university. It is theoretically possible to complete a public affairs degree program at the University of Minnesota given an extension, but it is highly discouraged.

All that said, a year as a Humphrey Fellow could certainly help you if you chose to return to the U.S. at some later date to earn a master's or doctoral degree. Each university in the U.S. is autonomous, and others might very well accept all the credits you earned at Minnesota as a Humphrey Fellow. More broadly, some experience at a U.S. American university will help you adjust to life as a student in the future.

I know the Humphrey Program is non-degree. Is there financial help for people to get a degree at the University of Minnesota?

Answer: Yes.

The U of M's Office of Scholarships and Financial Aid offers some financial assistance in the form of grants, assistantships and fellowships, although non-U.S. citizens are not eligible for all of them. This office can be reached by e-mail at osfa@tc.umn.edu

There are also other academic and professional programs offered by the Institute of International Education.
